Heli X 11 Hosted servers

IS Hosting a server now "Live" with Heli X 11?
The reason i ask is that after successfully running an online server for quite a while on Heli=X 10 i am now unable to run one on the latest release - i have seen 2 privately hosted servers running but i cannot connect to either of them kand i have not seen anybody populating them either.
I have allowed Heli-X 11 (both normal and VR .exe files) through the firewall, and have gone through the port forwarding exactly as i have done on the previous release (even used the same ports AND different ports).
Just wondering if the "stand alone" server tool needs permissions/allowances made as well?
When opening up boot/load screen i find the following error message:
Can not resolve URL: Server returned HTTP response code: 400
Obviously there is a break in connection somewhere along the way, but i'm stumped at the moment, any help would be appreciated..
Also what is the proper way to use the stand alone "Server" software, once i enter the server details and save them will i see my server a available from a list of online servers and be able to connect to it?
After talking to a few people that have tried to host servers with the new release there doesnt seem to be any clear information as to how to achieve this and that maybe a clear and in depth documented "How to" should be available.
